This is just a script.. Its like 5years old (or even more) ;]. It was called matrix script by the guy who made it.
Anyway, you get kicked on a protected server when you do this, but on old servers its quite usefull.
Yes, it's with wait. I have something like super duper jump on my cfg. it's something like:

alias s_rj2 "bigwait; cl_maxfps 120; -attack; -moveup; set cl_maxfps $origfps"
alias +srjump "s_rj1"

bind f12 +srjump
in this case you get lagged while u push f12, at the same time you shoot rockets. When you release the button - you fly HIIIIGH )
and it's not like double rjump, etc.
So I presume it's like the variaton of this alias, with waits, however, maxfps should be used.

I saw it years ago at lan party, when guy made super-rj from arena to gl in dm1. I just said w000t
