With the fact, that the number of registered players proved to be small, we reduced a quantity of groups of qualification round to five.
System will be such:
Elimination round

5 groups, 5 players in the groups on the average.
in the group round they leave on three players from each qualification group.
Group round

4 groups of 4 players in groups (16 people leave from the qualification round.)
